TCSS was founded by Todd James in July 2022 upon his retirement from the Colorado State Patrol where he served 26.5 years: 16 years in the Motor Carrier Safety Section, 5 as a technician and 11 as a sergeant.
During his time as a MCSAP (Motor Carrier Safety Assistance Program) Sergeant, Todd led a high performing unit that received national recognition as a Best Compliance, Safety and Accountability Program for Medium States.

While serving as a Sergeant with the Colorado State Patrol MCSAP unit, Todd had the opportunity to conduct skills performance evaluations (SPEs) as required by FMCSA for amputees wanting to obtain a CDL. As a consultant, Todd now uses this knowledge and experience to help amputees who obtain their CDL navigate the hiring process and ensure that employers understand the additional driver qualification file requirements to stay in compliance with Federal Motor Carrier Safety Regulations. It was an honor for TCSS to work with Lexi Bader, the first woman double amputee to earn her Class A CDL. Lexi is an inspiration to us and everyone she meets.
